Federal Quality Control Manager (QCM) / Site Safety & Health Officer (SSHO)

Location: Fort Belvoir, Virginia


Position Overview


An established federal construction contractor is seeking an experienced and motivated Quality Control Manager (QCM) / Site Safety & Health Officer (SSHO) to support ongoing and upcoming construction projects at Fort Belvoir, Virginia. This position combines responsibility for both quality control management and site safety oversight, ensuring all work is performed in accordance with contract requirements, federal standards, and industry best practices.


The ideal candidate will have a strong background in federal construction, exceptional organizational skills, and a commitment to maintaining the highest standards of quality, safety, and project execution.


Key Responsibilities:


Quality Control Management

  • Serve as the designated Quality Control Manager for federal construction projects.
  • Develop, implement, and maintain the project Quality Control Plan (QCP).
  • Conduct Preparatory, Initial, and Follow-Up inspections for all definable features of work.
  • Coordinate and document testing, inspections, and quality assurance activities.
  • Review and track submittals, RFIs, material approvals, and contract compliance requirements.
  • Maintain quality control documentation and project records.
  • Coordinate with project managers, superintendents, subcontractors, and government representatives.
  • Ensure all work complies with project plans, specifications, and applicable federal standards.
  • Participate in project meetings and provide quality control updates and reporting.


Site Safety & Health Oversight

  • Serve as the designated Site Safety & Health Officer (SSHO).
  • Implement and enforce the Site Safety and Health Plan (SSHP).
  • Conduct daily safety inspections and hazard assessments.
  • Lead safety meetings, toolbox talks, and employee safety training.
  • Ensure compliance with OSHA regulations and EM 385-1-1 requirements.
  • Investigate incidents, near misses, and safety concerns and implement corrective actions.
  • Monitor subcontractor safety performance and compliance.
  • Maintain all required safety documentation and reporting requirements.
  • Promote a culture of safety, accountability, and continuous improvement on the jobsite.


Required Qualifications

  • Minimum of 5 years of experience on federal construction projects.
  • Previous experience serving as a QCM, SSHO, Superintendent, or similar leadership role on USACE, NAVFAC, DoD, or other federal construction projects.
  • Strong understanding of federal construction quality control procedures.
  • Working knowledge of construction means and methods.
  • Experience interpreting construction drawings, specifications, and contract documents.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and project management software.
  • Ability to successfully obtain and maintain installation access credentials.
  • Construction Quality Management (CQM-C) Certification.
  • OSHA 30-Hour Construction Certification.
  • EM 385-1-1 Training.
  • Current First Aid/CPR Certification.
  • Experience working on active military installations.
  • Degree in Construction Management, Engineering, Occupational Safety, or related field.

Work Environment


This position requires regular field presence on active construction sites. Candidates must be capable of navigating construction environments, conducting inspections, climbing ladders, and performing site walks while adhering to all safety requirements.
